Terrorism is a term that needs no introduction in any part of the globe largely due to the lethality it represents. However, what is rather subjective and controversial, is the way and manner in which it has been used by different actors across the globe. Most of the available definitions of terrorism vary depending on the interest or political inclination of the person(s) defining it. Just like definition of terrorism varies across the globe so also is the strategies for combating terrorism varies along the same line. How terrorist choices to kill his/her victims is not necessarily important in terms of common understanding of terrorism because at end of it all people are killed. This means that, there is nothing like barbaric terror (suicides attacks or open beheading of innocent victims) or civilized terror (using high technology) provided that both inflict injuries on innocent people. In this sense, terrorism does not only mean the direct acts of terror by terrorist group like Boko Haram, Al-Qaida, Al-Shabaab etc. but also irresponsible response to an act(s) of terrorism by the victims.
